The Judge in VCS v Ward did, but he was led up the garden path by the VCS rep and Mr Ward didn't go to the appeal, which meant the VCS rep stole the floor and the Judge made a deluded decision that had VCS rubbing their hands in glee. But that was a badly judged case where the D didn't go along.
That is not like this case. This OP is being assistd by us and WILL NOT be paying a penny (I hope you take this on board, Sawdust Caesar)!After 6 months of nothing I have today received a Final Notice letter demanding £130.Totally as expected! Ignore it or respond reiterating that their signs are wordy, non-prominent gobbledegook and no contract was offered or agreed.Reading the POPLA results doesn't seem very encouraging either with appeals being rejected.UKCPS are not in the BPA AOS (as you already know from Steve Clark) and don't offer POPLA so you wasted your time reading them. You are quite right in that he stated that UKCPS are not a member of his organisation. I replied apologising and explained that it was due to the BPA logo on their correspondence.
Although he stated that it would not help me, he asked for a screenshot showing the BPA logo on the PCN so he could task someone to look into it. I sent him a sanitised image.
Maybe that will cause a headache for UKCPS (changing templates etc.) to be going on with.There were signs at the site(although patently easily missed) and I fear that if resisted it's going to end with a ccj and even bigger financial penalty for a 30 second drop off and turn in a private turning area. I'm sorely tempted to just pay it and put it down to experience.Please don't.
On what basis are you thinking (wrongly) that you are going to get a CCJ or face huge costs, neither of which happens to any posters here when they defend a court claim, even if they lose.
We see 99% wins, and have done since 2017, and UKCPS ones are rare - and easy to defend. No CCJ, no costs, nothing. Defending a court claim is a no brainer re a parking firm and a useful and empowering life experience.

Thank you for your replies. I'm sorry I started to wilt at the second hurdle. It's just after 6 months without further contact I had probably convinced myself that the operator had put it in their 'too hard to do' tray.
They state in the letter "since we have received no further correspondance from you, payment is required within 14 days." This is incorrect because I replied online using the wording from the newbies thread.
I appreciate their raison d'etra is to intimidate and it is they who state that "Failure to pay this charge may result in enforcement action which could include County court proceedings and which may incur additional costs. "
They also state that I MUST appeal to them directly, but I've nothing further to add at this stage.
Thank you for replying so quickly and for 'girding my loin'.
I shall ignore this letter and await the next correspondence,if this is the best course of action.

Just don't ignore a proper letter of/before claim and/or formal court claim from Northampton CCBC.4

Ukcps letters are like buses, you dont get one for ages and then two arrive in quick succession.
The latest now refers to a reply I sent them last week, the final time I will be writing to them, using ParkingmateUK's template on the above quoted thread.
They state that 'according to their records' I have previously appealed and therefore the second appeal is not valid.
That is strange because in last weeks letter they stated that I had failed to reply. They reiterate the payment methods and state that no further correspondence will be entered into.
That suits me just fine! So I guess the next step will be a LBA/LBC or a court letter?0
