Another UKCPS Man Picc PCN

Hi, Thanks for allowing me to contribute to the forum for the first time.
I yesterday received a PCN from UKCPS relating to the use of a vehicle registered to me in November.
The driver of the vehicle dropped someone off at the rear of Piccadilly station Manchester and left.
The notice demands the sum of £60. It is non POFA. Having read the forum extensively and in particularly the sticky on this thread, I have responded online to their appeals process using the template. I have not and will not divulge the identity of the driver as, as I understand it, it is a non POFA matter and as such I am not required to. In the text of the appeal I have informed them I will be complaining to BPA, the DVLA and my local MP. I have also sent an email of complaint to the landowner (which I picked up from this site-thanks).
I will await a reply and add to this thread in due course. I think I have followed the advice correctly.
Is there anything further I can do in the meantime? Any suggestions would be appreciated, but please, no private messages as I want to keep the matter on an open forum.

    Even had they complied with POFA, you are not erequired to ID the driver. THere is no compulsion.

    Do they threaten byelaws (penalty) or a mere civil charge?

    The BPA won't be interested because the scammers are IPC members.

    The IPC won't be interested because they are worse scammers than the BPA.

    Other than that you seem to have understood everything correctly.

    Stopping is not parking as defined by the judge in the Jopson vs Homeguard case, so that's worth a read.

    Also have a look at the DVLA KADOE agreement and pick out which parts the scammers have breached to quote in your complaints.

    There are several threads about this location, all for the same "offence" of dropping off.

  • Thank you for your replies, I'm glad to see that I've got off on the right foot. An associate of mine had the same problem at this location and simply paid the sum for an easy life.
    Personally Id rather not fund this extortion. I will update this thread as and when it develops.
    Emails have been sent to my newly elected MP, Elizabeth Symons at DVLA and Steve Clark at BPA (carefully worded) to be going on with.
    The 'PARKING' notice was for no stopping (?) there were 5 cctv images shown when I viewed UKCPS online evidence, none of which show anything that can identify the driver.

    As Fruitcake says above, Steve Clark of the BPA won't be able to respond as UKCPS are AOS members of the IPC, not the BPA.

    Now that the Peel Centre in Stockport has changed away from Excel , the new kids on the block for scam site of the year are this one near Piccadilly station in Manchester , plus the Airport pub and restaurant next to the main runway at Manchester airport

    Both sites are run by IPC members AFAIK as was the Peel Centre previously ( but BPA membership now )
  • Morning, I had already contacted Steve Clark before reading the above.
    You are quite right in that he stated that UKCPS are not a member of his organisation. I replied apologising and explained that it was due to the BPA logo on their correspondence.
    Although he stated that it would not help me, he asked for a screenshot showing the BPA logo on the PCN so he could task someone to look into it. I sent him a sanitised image.
    Maybe that will cause a headache for UKCPS (changing templates etc.) to be going on with.

    It will only matter to Mr C if the BPA is a roundel. If it is not, then it doesn't matter. This is explained in the NEWBIES.

  • I thought it time for an update on this thread. Since my initial reply 2 months ago as detailed above, I have yet to receive anything further.  I shall update this thread further, should anythingelse come to light.
  • After 6 months of nothing I have today received a Final Notice letter demanding £130. I was hoping that the 1st stage response had worked and they had discontinued it. I followed all the advice, contacted the DVLA who stated that the use of their database was in order. Contacted the landowner who replied that they are basically happy with the procedure. My local MP never replied so I'm now beginning to regret not just biting the bullet and paying the £60. What galls me is that if the driver had been doing 90mph on the motorway with a phone to their ear the statutory time of 6 months would have expired and the matter would be over. These have wahat appears to be an indeterminate time scale to pursue someone for driving onto private land for 30 seconds 
    Reading the POPLA results doesn't seem very encouraging either with appeals being rejected. There were signs at the site(although patently easily missed) and I fear that if resisted it's going to end with a ccj and even bigger financial penalty for a 30 second drop off and turn in a private turning area. I'm sorely tempted to just pay it and put it down to experience.

    No chance a court will consider 30 seconds to be parking, in my opinion.
