The parking attendant has submitted their prima facie
What is a prima facie?
From what you have told us, if the scammer was daft enough to take this to court, they would lose their shirt. Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies. You never know how far you can go until you go too far.0 -
Prima facie is a term they use. It means parking operators response. I've also emailed my local MP in regards to this but I'm still awaiting a reply.0

Prima facie is a Latin expression meaning on its first encounter or at first sight. The literal translation would be "at first face" or "at first appearance" as per Wikipedia.
This is just a Latin term the IAS use instead of saying 'on the face of it' to try to look big and clever, like sociopaths and bullyboy people are generally wont to do.
Usual twaddle.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Maybe you are also pursuing the landowner complaint route, as Le_Kirk suggested, but you haven't mentioned it since his post - do you think it's a blind alley? It certainly isn't.
Ask the charity shop who the landowner is and, assuming they remember you, ask them to write an affidavit confirming the visit which you should then scan and attach to the landowner complaint. Ensure that you email the top person i.e. CEO, probably.
While remaining basically polite, a certain amount of steam should be coming from that email - the landowner's agent EP is blatantly targeting blameless patrons of the shop in the hope that they'll take fright and pay up. Insist that the landowner cancel this charge.0 -
Hi I've still not recieved a decision from adjudicator but I've managed to obtain the landlords details via land registry. The store wouldn't give them me.I'm going to write a letter to them. Sorry to come across thick but Can anyone here advise me how I should word it. Thanks in advance.0

There are several examples in the NEWBIES of successful complaints so you could adapt one of those.
Alternatively just say what happened.
The driver and a disabled passenger visited a charity shop. The keeper received a parking charge notice from an unregulated parking company stating the driver left site, which simply isn't true.
You would like the landowner to instruct the PPC to cancel the charge as you can't afford to support the charity based there if genuine shoppers are going to attract an unfair £100 charge each time.
Have you complained to the DVLA yet that the scammers obtained the keeper's personal data for a spurious parking event, which is a breach of the scammer's KADOE contract with the Agency?
Don't forget to complain to your MP about this unregulated scam.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
Thankyou fruitcake the info you've given me is a massive help. I've emailed both my local MPs a couple of days ago but as of yet I havent received a reply. And I wasnt aware of DVLA but I'll definatly get in touch with them aswell. Thankyou0

Update.. Still awaiting a decision from adjudicator. Ive since Received a reply from DVLA, they pretty much said that they dont get involved with individual cases and have advised me that if I think that Euro Parking Services ltd are not complying with IPC's code of practice I may wish to contact them. Theyve provided me with their address.
I managed to obtain the landlords address that's registered with land registry but I've received a reply today from the people that live at the address saying that the person I'm after doesnt live there and hasnt lived there since 2005 thats when they purchased the home from him and that they nothing to do with him or any of his buildings etc... I did ask if they had a forwarding address and was told no.0
