I emailed the CEO of B & M home stores yesterday.
This is their reply.

Good Morning

Thank you for contacting our CEO Team, this has been passed to myself for further investigation.

It is unfortunate that restrictions and charges need to be imposed due to non B&M customers using the car park, and customers using our car park as base while they continue shopping etc. with other retailers or attending other appointments.

UK Parking Control is not a parking company that B&M deal with, the parking company has been put in place by the landlord, you would need to appeal the fine directly with the parking company, I am sorry we could not help on this occasion.

The company who manage the car parks are open to reviewing parking tickets when a customer is able to provide details of purchases (receipt or bank statement) in our stores at the time the ticket was received. All contact details for the parking company will be on the letter you have received.

I do hope that this incident does not deter you from shopping with B&M in the future and we look forward to seeing you in one of our stores.

I'm popping back into store at 12ish to ask the manager if he has spoken to landowner. I've faith that he did and made an effort contacting them. If not I'll ask for the landowners details.

The manager wasn't there so spoke to deputy manager. Not sure if my request was forwarded to landowner. Anyway I managed to get the company, name and number. Number of the man to speak to. JLL Solutions. Can't find them online. I'd rather email than speak on the phone.

Ok I entered number in phone on WhatsApp and he is there with photo.
If I can't find an email address should i ring the number or message him through WhatsApp?

Phone him. Much more formal. Stand up when you phone and wear shoes even if at home (not joking, it make you in a more assertive mode).

Well I rang the landlord and he was very understanding and he told me the parking company can be over the top (not his exact words but some other word he used) gave me his email ad and he will email the parking company to cancel the PCN. Thanks for your help guys.

Great! It always works when you speak to the right person. Make sure it is cancelled and you see confirmation in writing.

Hi @smileysmile1966, any chance i could have a contact number or details of the landlord?  I have a fine from UKPC for parking over the bay lines similar to yours and would like to see if he could cancel mine too!
