Hi guys
Hope you can help. I've got 4 windscreen PCNs from P4Parking, a BPA member. Issued for parking in the visitors bay in the housing complex where I live.

The 4th pcn the reference number with which to pay or appeal is illegible, a printing error with their machine, what do I do? I Am waiting for the NTK, pcn was issued on the 4th November, a month ago now.

The 2nd and 3rd & 4th PCNs I received were because I was parked in the visitors bay despite having a residents permit to park in the residents car park.
I parked in the visitors bay to unload shopping and a 10 month old baby.
I used a visitor parking permit (I removed my residents permit) with the correct date on it but still got a ticket (3 times in 2 weeks)

Residents use the visitors bays all the time to unload shopping or save a space for a friends car etc... Its not just me but this is the first time i've got tickets. I think someone must have grassed!!!

The 1st Pcn was probably due to an overstay of 5 hours 23minutes! I fell asleep with the baby and totally forgot to move my car or it could be for using the visitors bay when residents are not permitted to.

For all 4 pcns I have missed the 29 day appeal to ppc stage. Once I read the threads I did try, but 'computer says no'

I have received NTK letter from TNC Parking Services for the 1st pcn dated 6th November and have missed the 28 deadline to appeal. What will happen now?

I have just received the NTK for the 2nd pcn and have time to appeal, have copied the template first stage appeal letter and am about to post. Is that right?

Or should I just pay them now? Will I stand a chance in court? A friend told me not to pay and follow advice on these forums but with the baby its been difficult. I just wasn't able to get my first stage appeals out on time, but now i'm thinking I was in the wrong.... Tickets have gone up to £125...

I just don't know what to do for the best. Thanks for your time

    You will appeal it now, using the usual template, and get a POPLA code for each one. But not sent by post unless the NTK only offers postal appeals.

    Of course not, until a Judge tells you to. And I don't mean POPLA!

    Oh gosh thank you coupon-mad, i feel a bit less worried now. I am posting today for the two NTKs, there is only a postal address so will post by tracked delivery. Not ashamed to say had a little cry when I saw your reply With a feeling of gratitude and relief.

    which they will refuse to accept (or PO box)

    first class with proof of posting from post office , deamed to be delivered within 2 working days

    As above, never send anything to a scammer by any type of signed for service!

    If they refuse to sign for it then they have proof they never received it.

    The keeper should complain to the BPA about the illegible PCN number on the NTD. Include a copy of the PCN with your complaint, but of course do not reveal the driver's identity.

    What does your lease/AST say about parking, parking permits, parking charges from an unregulated third party etcetera. Just as importantly, what doesn't it say about the above.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    I am going to miss the popla deadline tomorrow i've only managed to find the following relevant to me
    "The operator has not shown that the individual who it is pursuing is in fact the driver who may have been potentially liable for the charge"
    I've not found any popla appeals

    Apart from Christmas, what has happened since you last post on 13th December?

    There are several example winning PoPLA appeals linked from post #3 of the NEWBIES thread.

    And have you not seen the POPLA Decisions thread? The very first thread at the top of the thread index page - that page where you found the New Thread button at the beginning of December.

    You have over thirty days to file a PoPLA appeal.
    What is the date of your initial appeal refusal letter - the letter that supplied your PoPLA code?
