My local council's website has a spreadsheet listing all those premises where non-domestic rates are payable and who pays them.1

By putting Keaton Road car park owner into google I found this article:
Reading the article, one finds:Plymouth Live has attempted to make contact with the Ivy Freemasons about the situation to see if there is anything they can do in their capacity as the car park's freeholder.1 -

Follow the advice above, and depending upon how much you want to fight back, as a second front you could start chasing up the planning side of things. Nearby church, nice looking street ( keaton road - going by streetview) Conservation area? planning permission for the anpr camera on a pole?From the Plain Language Commission:

We went back there last night to have a look at signage etc.
There is only one sign in the carpark that shows tariffs and t&c, but then it's a small car park?0 -
