Despite the side issue of whether someone is vulnerable or not there appears to be an attempt to raise funds by charging for a number where this is not allowed and hasn't been for sometime. I would complain in writing to the management company (best if you can get other residents on your side) and if that doesn't work complain to Chubb themselves and if that doesn't work contact Ofcom to make an complaint.0

I take the point of vunerable but people are reluctant to give up their independence. I know that only too well from experience.
My point really is that a company using a premium telephone no is immoral. Seeking to make profit when people have no other option.

You've been provided with the workaround and had suggestions about making a complaint to the Management Company.
Stress the illegality, there is no need to mention morals or vulnerability.0 -
What I have decided to do is talk to the Area Manager or if not then to talk to Chubb. Will have to do that next week now.

The Consumer Contracts Regulations 2013 came from BIS (now BEIS) and complaints about breaches are dealt with by Trading Standards. The correct route for complaints is via the Citizen's Advice national Consumer Helpline on 0345 404 0506 or via the complaints form on their (CA) website.0 -
