Parking Eye PCN

Hi all, unfortunately this is my second visit here. I have re read the newbies section (again) and would like a little bit of advice.
I visited Preston Hospital last week and have just received a PCN in the post. Upon entry to the hospital at the payment machine, it said you can either pay here at exit or use an app called Good2go. The board stated "New users, register your details at good2go.com up to 24 hours after leaving the car park. Your first visit is free and each time you park here payment will be dealt with automatically."
Whilst at the hospital, I signed up to good2go, put in my details for my car and my payment details and got a confirmation email to say that I was all set up and that everything would be done automatically. Unfortunately on my part, when putting my reg in, I pressed the M instead of the N (next to each other on the keyboard so easy mistake I guess).
I have called the hospital to complain/explain and they completely dismissed it telling me to contact Private Eye. What shall I do - shall I contact Private Eye, do I admit fault and pay (probably a no as I have read plenty in the past about a wrong reg number inputted). Just unsure where to go with this. I live 300 miles away from Preston so can't talk to my local MP.
Thanks

It's not Private eye , that is a magazine
Use the blue text template as keeper , add a note about the incorrect key typed in and they should check this alternative (add the mistyped VRM)
Add a note about what the BPA said recently about minor key errors that is de minimis and the NTK should be cancelled
Complain again to the hospital PALS section , mentioning the NHS guidelines from a few years ago

They do not have the right to fob you off , it's their contractor and they are jointly liable
Tell them to read the Parking Eye handbook , cancellation of PCN,s section0 -
Parking eye, sorry :rotfl: managed to name it correctly in the title!
So, I should appeal to Parking eye, not "good2go" then - are they now out of the question? I'm guessing this should be via email rather than a phone call to them (as that is what I was going to do)
I had a look through the BPA CoP and couldn't find a bit that said about minor errors, nor could I find anything about this when I googled it. Do you have a link please, so I can add the evidence to the appeal?
Presuming I should appeal via email, the blue template includes a lot of bullet points that don't affect my appeal (the PDT machine, overstay of minutes), should these be removed? Please see below with my added statement
Re PCN number:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a formal complaint about your predatory conduct to your client landowner and to my MP.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require ALL photos taken and an explanation of the allegation and your evidence, i.e.:
- If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
- If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. If you fail to evidence the actual grace period that applies at this site or suggest that only one period applies, this will be disregarded as an attempt to mislead. In the absence of evidence, it will be reasonably taken to be a minimum of twenty minutes (ten on arrival and ten after parking time) in accordance with the official BPA article by Kelvin Reynolds about 'observation periods' on arrival being additional and separate to a 'grace period' at the end.
- in all cases, you must include a close up actual photograph of the sign you contend was at the location on the material date.
- Please note that the driver of the vehicle signed up to the "good2go" website, however one letter of the VRN was entered incorrectly. Please could you check the alternative VRN xxxxxx and charge accordingly, as the BPA have advised about minor modifying errors and the NTK should be cancelled.
Formal note:
Should you later pursue this charge by way of litigation, note that service of any legal documents by email is expressly disallowed and you are not entitled to assume that the data in this dispute/appeal remains the current address for service in the future.
Yours faithfully,0 -

https://popla.co.uk/docs/default-source/default-document-library/popla-annual-report-2018.pdf?sfvrsn=0Please note that the driver of the vehicle signed up to the "good2go" website, however [STRIKE]one letter of the VRN was entered incorrectly.[/STRIKE]as a result of a simple keying error, one digit was mistyped.
I think that's better - and tell them the letters (M and N), which are adjacent on a QWERTY keypad, the small size of a phone-based keypad making this a very easy mistype. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Have they fully complied?
There are also major issues with the signage which leave much to be desired. Many judges might find them insufficiently clear to form a contract, read this;

Nine times out of ten these tickets are scams, so consider complaining to your MP after the election, as it can cause the scammer extra costs and work, and has been known to get the charge cancelled.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
