Create a draft PoPLA appeal as per Redx's comments using all the relevant template appeal points from post 3 of the NEWBIES, then post it here for checking before you submit it.
If the payment instructions weren't clear then the signage must have been inadequate, so that will be one of your points.

I wasn't aware I can complain to the landowner. Can I still do this, or too late? What's the process (it was Cardiff stadium) ?

Oh well, It turned out principallity stadium is not the landlord. How can I find who that is? Its just outside the stadium and it says 'Stadium Parking' . I am sorry if I'm being stupid here...
