Peel Centre, Stockport Parking Fine

Hi,
Can someone please help with this parking ticket.
got a letter through the post for a parking fine from Peel Centre, Stockport.
got a letter this morning and need to pay for a parking fine as the driver didn't follow the parking instructions? They have taken pictures of the car and reg and said to pay £60 within 14 days or it will go up to £100. It was issues on the 14th of November, letter received today 23rd which means 5 days left to pay £60 or it will go up!
What's the best plan of action to take?

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

If you want to fight this, then edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people.
One has protections in law that the other does not.
Do this before you do anything else.
The car was parked, so yes, the driver appears to have been in the wrong. However, you may be able to beat this if the PPC has failed to follow the correct procedure. The NEWBIES will explain all of this.
In order to appeal you should read the sticky thread for NEWBIES then send the appeal template in blue you will find there in post 1.

The signage there by CARE seems clear enough to me
It's a pay and display car park and always has been for over a decade , even when Excel ran it
It's only free in the evening and on Sundays , it's controlled by anpr cameras and it's obvious that CARE will issue a ticket for non payment , sitting in the vehicle for 30 minutes is no excuse at a time when payment is required
Might sound harsh but I agree with CARE on this one , because the signs are recent , clear and are there to be found
Bilking is not an option , plus most places any grace period is 10 minutes not 300 -
It says in the letter that if I was not the driver, I need to give the drivers details. If I cannot then me as the keeper will have to pay.0

that is correct , POFA can hold a KEEPER responsible for the drivers actions , the driver used their facilities and failed to pay the £1 or more for the privilege
if the keeper received a speeding NIP in the post , they would be invited to name the driver too, so not unusual
if you want to win this , you need to win on a technicality, like failing POFA etc , whereas bilking is not an option
those signs only went up this year and a change of PPC from Excel to CARE , so I am sure that landowner authority and signage are covered , which is why the only glimmer of hope is if CARE failed POFA0 -
