I think PoPLA will only accept appeals from the driver in Scotland.
Unless you want to face up to the driver's responsibilities, do not appeal to PoPLA.0 -
I would follow up to CP Plus with the NEWBIES thread appeal template and remind them that although you were the keeper and present in the car, they already know from your appeal that you were not the driver.
Thus, you suggest they cancel as they can't hold keepers liable, the new Scottish law will not be retrospective AND their client the service station doses not support them issuing PCNs when a vehicle is broken down.
And meanwhile, make that complaint to the services Manager to get them to put pressure on CP Plus to cancel it, to focus their minds.

Dear Scammers Plus,
I do not understand why you want to know the driver's details when you have sent the PCN to me. I am the keeper and have received a Notice to Keeper accusing me of violating your made up terms and conditions.
I have already told you that I was not the driver at the time. If you wanted the driver's details you should, and could have got his or her details at the time of the alleged event.
If you want me to do your job for you then I expect to be paid. How much are you offering?
I also do not understand why you want me to give you private and confidential financial details such as my bank statement. Please explain under which regulations, acts of parliament, laws, and rules allow you to have this information, and how you will adhere to the above in order to process this information in a safe and honourable manner.
I am the vehicle Keeper and in Scotland a keeper cannot be held liable for this alleged parking infringement by an unregulated parking company. Please therefore explain why you want to see my financial information in the first place?
Your client, the Service Station who employed you have stated that they do not support the issuing of PCNs when a vehicle is broken down. If you need further confirmation please contact your client.

Cant thank you all enough guys what a weight off my mind.....The PCN is now being cancelled.
A confirmation letter will be sent directly by CP Plus to the registered keeper of the vehicle upon cancellation completion.0 -

What amazes me is that people need telling to complain to landowners. So glad it worked but how come newbies don't just do that anyway?
Wow, why was that your first thought?I was going to borrow the money to pay for it.
...genuinely, we regulars need to understand how people think they have to pay and why no complaints to retailer/landowners are made when clearly (you only need to think about it) they can of course cancel their agent's scam PCN.
If their shopworker tried to fine you, or their cleaner tried to charge you £100 for dropping your receipt in the car park, I'm sure you'd complain. So what is so special about fake parking tickets that people seem to go into a completely different mindset and need telling to complain to the people who can cancel it?
