Pcn help please

Hello guys am at a bit of a loss what to do. I recieved a pcn parking fine for parking at kinross service station my car was playing up . So pulled in. Cut a long story short 2 local lads helped me get my car going again and i left immediately. I went into the services to look for help as had no AA cover. Purchased items at kiosk and went out where i asked the 2 lads who actually asked if i needed a hand. I appealled the fine and it failed i needed to prove it but i couldnt. I genuinely saw no signs. And had no intention of staying 27mins over the permitted free time . Now they are demanding 100 pounds and gave me a appeal number for popla this is my first time ever in a,situatiin like this and after a bit back and forth emailing i feel a bit harrassed that these people wont listen to the truth. I have requested they look at cctv to see i am telling the truth. If i had genuinely tried to stay longer without paying i would have held my hands up. This is cp plus and car park kinross services . Can someone please advise me as this is making me sick with worry 2 kids coming uo to xmas and i just cant afford additional costs . I havent appealed to popla bit they have told me thats my next route. New to forums so probably done it all wrong 🤣🤣🤣

Read the NEWBIE sticky, first page of the forum, third thread down. Post # 3 of that thread will tell you all about POPLA appeals. Worth doing, they may reject but if it comes to court you can show you tried to sort out the issue. Even if POPLA reject the appeal, it is not binding on the motorist. This puts you in the realm of waiting for debt collector letters (ignore) and letter before claim (don't ignore) then real court forms (deal with). The time scales should put you well into next year before a (possible) court appearance.0

This is no big deal, thousands of these tickets are issued each day and n[FONT=Times New Roman, serif]ine times out of ten they are scams, so consider complaining to your MP after the election, it can cause the scammer extra costs and work.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

You won't learn this topic in a day or a week , but you should study it , study the newbies thread and study other threads

What a shame you appealed and presumably gave away the driver's identity.
At the moment a keeper in Scotland cannot be held liable by these scammers, but the driver can. That's why the scammers should have been be ignored.
Unfortunately this will change soon because Scottish MPs appear to be selling Scottish motorists down the sewer by making keepers liable north of the border.
When this happens, Scottish motorists and Scottish courts won't know what has hit them when a sh1tstorm of PCNs start to arrive.
You are now in ignore mode unless you get real court papers from a Scottish court.

When you appealed you would have had to identify yourself as driver or Registered Keeper, usually (always?) from drop-down boxes. Did you select RK?
Did you tell anyone in the Services what had happened? Were the lads that helped workers there? Find an email address for the Services' manager and send a complaint to him or her straight away. If you did tell any of their staff what had happened, try to identify them as best you can.
The complaint needs to be an explanation (written from the point of view of the Keeper - say 'we' did this & that) and also convey how disappointed you are that their agent CP Plus are now demanding money from you. Politely but firmly insist that they cancel the PCN. Oh, and mention any money spent on that day and other recent spends if that applies.
If the manager won't help, contact the CEO.
Landowner complaints need to be done before POPLA but don't miss the POPLA deadline. It'd be great to get a landowner cancellation, make it a good complaint as you know just how unfair this situation is.0
