H2B & ESA Benefit

I apologize if this has already been repeated.
My partner is on ESA (Income); there are no other savings (total of £0).
If they open up a H2B ISA before the deadline; will it have any bearing on their ESA Benefit?
A few different posts throw up different figures and I can't seem to find a definitive answers.

It won't have any bearing unless their total savings and investments exceed £16,0000
