You can easily get the character count down. Note form that doesn't sacrifice clarity is fine. E.g.:
'Re: vehicle left the car park, returned later.
MET: photo evidence in Section E of evidence pack demonstrates that the vehicle was observed entering the car park 13:47, leaving 17:48.'

The NEWBIES tells you how to send an SAR at the beginning of the process so you have the evidence you need for later. I hope you included proof of ID, ideally a copy of the vehicle V5, otherwise a redacted utility bill will do.

Remove the full stops etc , make each section a concise bullet point , remove waffle without destroying context , so more like staccato pigeon English
2000 characters is not a lot , so even spaces and punctuation add characters

To give an update on the case, my POPLA appeal was rejected. However, I had raised the issue with the Landowner/Leaseholder firm Savills and they finally achieved to get this cancelled. It took really long though.My advice to drivers receiving PPC at shopping centres is to get in touch with the shop "manager"s, not the security or other staff members. If that doesn't work, go to the retail park management. Push this way to get it cancelled, but in the meantime ask for SAR from the parking firm. Do your informal and formal appeals at the last minute to allow time to get it cancelled by the store/retail park managers and collate information for your appeals in the meantime.For Brocklebank retail park, just get in touch with Savills (SKay (at) savills.com).3
