Asparking appeal

Advice please with an asparking appeal...

I am the Registered Keeper of a vehicle that received a NTO from Saba after the vehicle was captured on ANPR at a Southern Railway station drop off area. Offence “Failing to obtain a valid ticket or voucher”. Breaching the 20min drop/pick up time.

It’s appears to be a standard Saba PCN admin centre letter stating breaching bylaw 14.

Date of offence was 08/09/2019
NTO received 17/09/2019. I think it has been sent within the required time frame?

Having read the Newbies thread and others, I waited until the last moment then appealed as the registered keeper only with a similar letter from the Newbie thread. Which was rejected by iPayMyPCN.

No POPLA code offered, only a further appeal via asparking, Is that the same people as ITAL?

I have then logged an appeal via the app with asparking, still not naming driver or owner.
Saba have submitted their evidence pack including pictures and my initial appeal letter. Asparking are now asking for any other information from myself.

Should have I logged an appeal with asparking??

Advice on what to do next please. Worried as I’ve read not to appeal to asparking.

    I thought an appeal to ASParking required the name of the owner or driver.

    Are you sure you appealed to them without divulging that info?

    And wasn't it a Notice to Keeper rather that a Notice to Owner?

    Do not appeal to ASparking. It's safe to ignore anything from now on.

    Definitely a Notice to Owner initial letter.

    Don’t recall giving the details of the owner or driver upon logging appeal.

    The two responses I’ve given I have stated that I am responding at the registered keeper only and the name of driver or owner not supplied.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    I’ve been reading through all the related Saba threads. Can it be that simple!!!

    Just for my own peace of mind....

    Is it save to ignore just because it’s Saba using the bylaw 14, or does the same advice apply to all companies operating on railway land?

    This advice is unique to you and this situation. I say that because Newbies here seem to fixate on the word ignore. It's a word I try to avoid using now as we continually get threads claiming people read to ignore tickets here.

    In saying that this is a Saba thing. Other companies allow access to POPLA who will cancel tickets if the instructions in the Newbies thread are followed
