peel centre stockport

Can any one advice please?
I recently visited the centre and parked in a disabled bay, used my disabled badge no problems on return to the car, no notice nothing.
I then received a notice via post from care parking saying I owe £100 reduced to £60 if paid within 14 days.I was parked for a total of 45 minutes but was under the belief this was free. If it wasn't free am I required to pay this ticket or not?

    Blue badges have no significance in a Private Car Park. Check the booklet that came with your badge and you will see that you are, in the main, required to pay. You might have a defence if the signs did not specify that blue badge holders had to pay or were too small, badly lit etc.

    And one of the reasons many car parks now charge disabled people is as you've discovered they use ANPR cameras at the entrance/exit to detect non-payers (or overstayers) and there is no way that that technology can differentiate between disabled and non-disabled users of the car park.
  • This car park has been a hot spot in the past when it was managed by Excel. I thought that it was now pay on exit.

    It has some free times like evenings and Sundays I believe , posted on here a few months ago and the new signs are on the net , bondylad posted about it and it was in the papers too , with online links

    0600 to 1700 monday to saturday the tariffs apply , it does not say anything about free parking for BB holders , just that they must park in a disabled bay when using their BB

    I suspect that the OP thinks his or her blue badge allows them to park anywhere for free for 3 hours , this is not the case , unless the signs allow it

    So in this case it all depends on the day in question plus the times as well , but as a PCN was issued I suspect that the driver or passenger should have paid for parking , but didn't due to not reading the signs and due to assuming that all disabled bays are free to park in , so 2 mistakes compounded by not paying for parking

    In future , read the signs , no matter where you are , because you may have to pay in hospitals , doctor's surgeries and many other places

    So the answer to the question about free parking is

    Depends which day and at what time ??

    that thread I just linked had an enquiry + reply from Care parking (Anchor)

    Care Parking responded to my email to say:

    Blue Badge holders have authorisation to park within a marked disabled bay as long as their blue badge is clearly on display within their windscreen, however, they must still purchase a pay and display ticket by entering in their correct vehicle registration in order to park on site due to the ANPR system in place.

    Displaying a blue badge within a vehicle does not negate blue badge holders from the parking restrictions in place at this location.

    Just so the OP knows, no-one is saying the fake/scam PCN should be paid!

    What to do now, is in the NEWBIES thread an your appeal must NOT imply who was driving, which is why we have a forum template in the thread mentioned in my signature.

    Having said that, why do people with BB's think they can park free in car parks, this is not the case on private land (and that phrase has no secret meaning). It is obvious when you are on 'private land' as it simply means not council land...sop all car parks, retail outlets, hospitals, cinemas, everywhere really that isn't a Council site.

    Always read the signs.

    But now that you are here, go to the NEWBIES thread - and no link given. As I said, this is all covered in the thread mentioned in my signature where I tell people where to click, two hops back. Very easy to beat these fake PCNs.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
