But what about the letter you said came, about the permits?
Who is the letter from, the parking firm or the MA?
Does it state that this is a contractual obligation?
Does it state that there will be £100 fine for failure?

Just checked and the letter was just an email printed from our landlords about the cost of replacing the permits if they’re lost. My mistake.0

Because when being given a permit, the t&cs on the sign and the parking charge, didn't form part of the agreement. You were just given a permit and told how to replace it.
So, no obligation or contract was communicated, nor any parking charge.
Look at this SUPER example from jackRind:

In his case, the permit was an 'informal agreement'...no obligation, contract or risk of parking charge then! and that agreement came with the permit, and was only with the managing agent or landlord...nothing about a private parking contract/fine!PRIVATE 'PCN'? So do I just ignore the IAS or do I write in my evidence that I was given a permit but there was nothing in my contact for my rented property that states a private parking contract or fine?0

For some reason it was rejected so I then took it further with the IAS with the same explanation and they also rejected it? It has given me a final option to appeal.
You've started so you may as well finish! You will lose, but this is a good rehearsal for what to use in defence if the useless thug ex-clamper PPC try:
Send proof of what came with the permit and a copy of your tenancy agreement and talk about the fact you have primacy of contract as a resident, entitled to park.
Therefore there was no consideration on offer from UKCPS that had any value to you, as you already had a right to park and there were no t&cs attached to the permit at all - nothing about any signs being bolted on to the contract, and nothing about any parking charge.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
