    to give you correct advice we have to find out what it is you received and up to now its been incorrect, because we know that CEL do not issue a fine or a penalty notice, they issue Parking Charge Notices

    the ideal solution is to complain to the landowner of the car park and insist on a cancellation because the parking fee was paid by the driver
