Incorrect registration but fee paid

Hi I parked in a car park that I use every week and pay by phone one day I used my father's car due to mine breaking down and paid remembering to amend the req number but when I used my vehicle the next time I paid by phone again but forgot to change back to my registration but I got confirmation of payment. I then got a penalty charge notice for my vehicle, I appealed the decision on the basis of they had not suffered loss with proof of payment and they know my fathers vehicle had not been in the car park that day and that it was a simple error that cost them nothing.
They rejected my appeal on the grounds that I had not paid when I have this is totally unfair to expect £60 pounds fine and not even return the fee I paid has anyone ever had similar and got popla to overturn the decision if I go to popla appeal and loose I have to pay a £100 pound lot of money on an apprentices wage advice would be appreciated

No, you don't pay anything. What makes you think people who lose at POPLA, pay?!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    It is not a fine.

The sticky thread for NEWBIES has all the information you need on how to deal with this. If you have a PoPLA code you should use it Read post 3 of the NEWBIES and construct an appeal using all the points available to you. Post your draft here for checking before you submit it.

Sadly you appear to have given the PPC the driver's identity which is not a good idea.

What happened when you complained to the landowner?

No I mean the fine will rise to £100 pound as they will remove the discount for paying in 14 days if I elect to appeal to popla sorry for not being clear

There is no fine nor a penalty.

I am not sure who actually owns the land but up to now I have only appealed to civil enforcement ltd.
They have given a code for popla but is it likely that they will agree with me or uphold civil enforcement ltd decision

I guarantee that if you do not appeal, PoPLA will side with the PPC.

Please answer the other questions you were asked so we can help you better. We don't ask them for fun.

Not on what you've written so far. Please read the NEWBIES FAQ sticky, post #3 which covers the points on which you could win at POPLA.

If you're using a phone, it's highly unlikely you'll be able to cope with what's needed to now deal with your PCN. Get yourself onto a PC, laptop or decent tablet.
