"The charge amount includes £60 claimed by our client for the time spent and resource facilitating the recovery of the charge. The amount is pre-determined and nominal contribution to our client's losses as a dfirect result of your non-payment"
"In the event the debt is not paid in full, blah blah, we are instructed to commence legal proceedings, client believes they have satisfactory evidence to use in court etc."
And then a paragraph saying if you believe you have a valid reason for non-payment, reply pursuant to paragraph 4 of the pre-action protocol for debt claims under 'the pap'
Any advice or help would be welcome.

They are lyng, this £60 is not allowed in law. A judge might well throw the case out on those grounds alone, read the thread about abuse of processrthis, all is explained in the stickies/FAQs There is no debt unless a judge decides there is

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

I think people should let cases go to a claim for £160 rather than point out the Southampton case at LBC stage. What would be a little harder to defend would be if PPCs started filing claims like Parking Eye do, for just the £100 plus court fees/legal fees.
So funnily enough, it's better that people get £160 claim because that is objectionable based on the case law (Beavis) and two statute laws, as covered in CEC16's thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
