Ticket for littering help

Hi everyone,
I received a ticket for dropping a cigarette and I am still within the 14 days to pay, I have emailed them to request an extension as I'm currently unemployed but due to start a new job and I am not entitled to any benefits at this moment in time, I have received no reply to the email and I have phoned their office about 30 times in the last 2 hours but it just keeps on going to mailbox, the 14 days will be up at the end of tomorrow, I really dont know what to do as I have tried to contact them so many times but cannot get to speak to anyone.
The officer did tell me to contact the office for an extension if I cant pay within 14 days but i cannot get through, does this mean I will now go to court even though I've done everything i can to try and contact them?

Stop smoking for 14 days and use that money to pay the fine.
