Letter of Claim (car registered in Scotland - PCN issued in England)

Hello,
I received a letter of claim for a PCN issued in 2016 which obviously I didn't pay.
The advice at the time was that as the car was registered in Scotland, I could just ignore any threats and demands from any of these companies.
Was wondering how to respond to a "letter of claim?"
