Can employer enforce this, out of town retail car park told not allowed to park there whilst at work

Out of town retail park, has several big stores located on it.
The Staff were allowed to park there when it first opened then told not allowed as it was built basically with not enough spaces for shoppers let alone staff.
The car park has a 4 hour visit restriction and a ANPR camera operated by highview to enforce any overstays, the car park does not belong to where I work.
I work less than 4 hours so I can park as do many of my colleagues without overstaying the parking limit for a fine.
I Have been told today by a manager I can’t park there and my reg will be sent to the car park company who is a totally separate company to say this car is a store employees and can’t park here.
Can this be enforced and are they even allowed to do this?
The retail park is down the end of an industrial estate where there is literally no place to park within a 20 minute walk.

I'm not sure they can pass on your VRM and identify you to a third party under the DPA/GDPR - your data and that of your VRM is personal and has protection AFAIAA.

If this is Parking Eye, who you mention, then there is a good chance of a court claim landing on your mat.
In saying that even if you mean an ANPR system rather than Parking Eye there is still a significant danger of a court claim, especially if you rack up multiple tickets.

I park there everyday as a customer, there are many shops on the retail park. I have no reason to trigger a ticket for any of my stays there.
The car park has no restrictions under a 4 hour stay.

As you say, you could work in one of the shops, you could also be a customer there as well, what if the vehicle is shared and someone esle drives it as well?From the Plain Language Commission:

It is possible that a restriction was placed on the car park by the council when planning permission was approved that it is for the use of customers only. Employees would not therefore be allowed to park there for that reason.
I would start with the local planning department to see if there are or indeed are not restrictions about the use of the car park, including time limits.
If it is restricted to customers only then that is one thing, but if is for "users" then that can be interpreted in a completely different way. Someone working there would still be using the car park for a legitimate purpose.I married my cousin. I had to...I don't have a sister.
