So the pcn just shows a date and time the photography was made, there is no observation period for prooving the car was parked there, the pictures were taken in less than one minute. BPA AOS Code of Practice paragraphs 13.1; 13.3 says that even if the driver has no permission to park there they should allow a reasonable grace period... that's whay no minutes in dispute, they don't mention they provided any period for the driver going away, just took the pictures and done.
So in red are the modifications I made based on your observation.
