    Which retail park is this?

    I would email again. You sound like someone who is quite thorough, but was that complaint strong enough? Relevant detail and purple prose tempered with politeness ..... just.

    Complain to the manager and CEO of every place the car occupants visited.

    There is a retail park near me where managers of each shop have the power to get a charge cancelled so complain to each one visited or visited in the past.
    Point out your family can't afford to sped money there if it comes with a £100 charge every time a genuine shopper visits.

    For a definitive answer as to who owns the land, you can ask the local council who pays the business rates for the location, or for a few quid you can ask the land registry who owns it.
