Can you work on constructing a POPLA appeal with others who were caught out? i.e. to create one that everyone could use with just slight adjustments for individual cases?
Does anyone have photos of these A4 signs? They would be a lovely addition to a POPLA appeal! In any case, absolutely go to town on that in the signage section.
All standard sections as per the Newbies' thread will be relevant - some are copy and paste jobs that nonetheless require careful customising. But 'no landowner authority' is pretty much good to go as it is.
Pressure needs to be put on the landowner. Clearly the manager has done a great front of house Fobbing Off job. Who is above him? Who owns the place? Someone higher up needs to receive an assertive complaint insisting on cancellation signed by as many victims as possible. And the sooner that is done the better. Landowner cancellations often need persistence but they're a great solution - easier to achieve if done before POPLA.
Oh, I see the hall has a Facebook page. How about you all post on that? Just a reference to the parking debacle for now perhaps .... but enough to signal that you might have rather more to say if the PCNs are not cancelled ....0 -

[FONT=Times New Roman, serif]Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

We all complained to the manager in charge and were just told the signs are up and to just try and appeal
Then go back mob handed with the others who were caught (park elsewhere first) and complain politely but forcefully that introducing these scammers has ruined the community the centre is supposed to support.
Tell the manager that UKPC were caught doctoring time stamps on photo' evidence last year. They have twice been temporarily been banned from obtaining keeper data from the DVLA for their disgusting and unethical behaviour.
State that the A4 signs are a breach of the BPA CoP which means they should not have been allowed to obtain keeper data.
Find out from the council if the scammers had planning permission for cameras if used, and advertising consent for the signs. Not having the latter is a criminal offence. Ask the manager the same questions and tell him/her the same. Point out that whoever employed the scammers is jointly liable and will be required to attend court if the scammers go that far, which they very often do.
Tell the manager what our MPs have said about parking scammers. Quote the comments in red from post 1 of the NEWBIES.
Set up a local Fakebook fightback group, or use Mumsnet or similar to spread the word about the scam, and how to fight it.
Complain to the centre, the council, the BPA, DVLA, and everyone's MP as well as local and national press/radio/tv. Make individual and a group complaint.
Do not pay a penny.
Everyone must complain and boycott the place until the scammers are gone.I did read up about Fines and appeals on MSE and how hard is it to appeal with POPLA if you have paid, I am just scared incase the fine goes up and up in the meantime , is it better to pay the fine and then go to POPLA as the company decided agains using the Ombudsman service in favour of POPLA

I have been in touch with the Manager of the center again, I explained the circumstances, She has asked me to send her the reference number and the date etc along with my car reg and is going to get in touch with the UKPC and see what she can do. in the meantime I am holding off, I did ask for the date of the planning for the big sign that has now been erected and for camera which they have, they caught the car going in and out total of 26mins. I have spoken to someone who had a charge and she said she was inside with her daughter in a class and the charge was dropped, but because of my grandson issues we couldnt go inside to use the toilet as he has to have a shower after so we had to leave.

You must get everyone you know who uses the centre and/or has had a PCN to compain. A group fight will have a better chance of not onky getting PCNs cancelled but getting the scammers kicked out.
If permission for the signs was not granted by the council at the time then make sure the centre know this is a criminal offence and whoever employed them could be held jointly liable.
The centre staff need to understand the enormity of what they have done. As I said, get as many people as possible to complain and ensure the centre management know they have caused this problem.
This will keep happening until every victim complains long and loud enough and boycotts the place making sure the management understand why.
A community centre is for the benefit of the community, not a bunch of unregulated scammers.
Please, please make ALL the complaints that have been suggested. The alternative is to pay £100 every time you use the centre.

I have sent an email to the local authority asking if planning permission was required and sought, a quick check showed no planning was granted.
It will take 10 days for them to send out an inspector, I am not expecting much to be honest, but we will see.
I have heard back from the center manager after stating my case again to her and she has been in touch with the UKPC and they are willing to reduce the charge to £15 but have to pay within 14 days or else it would be £100Thanks to all who post comps
