So after receiving a parking notice letter by post in Aug I appealed have now had the decision and my appeal was rejected.
They did say I can appeal to POPLA but then if I lose the fine will go to £100,
My appeal was based on the fact that they only recently started charging to park in a community center and in the beginning they only put up laminated A4 sheets tied to lamposts and fences stating about charges it took a few weeks to put up proper signs.
A load of people were caught parking there, it is a community center plus has a park for children to play in. The A4 sheets were coming loose according to people who were caught and found them all over the place after been blown away.
The A4 sheets stated that you have to go into the center to sign in, which is what we would have done had we known
No matter what I wrote in my appeal they did not accept. I am not sure how everyone elses appeal went.
we were only parked there for 20 mins max as my ADHD grandson wanted to go to the park.
Looks like I will pay the fine as do not want to pay £100

What happened when you and everyone else who got caught complained to the landowner?
If you have a PoPLA code you should use it. Read post 3 of the NEWBIES then construct a draft appeal before posting it here to be checked before you submit it. Use all the appeal points available to you especially the long Inadequate Signage point.
Also read up and quote the BPA CoP about a bedding in period.
Get pics of the site and signage. Get a copy of the A4 sheet if possible. Find out if planning permission was obtained for the permanent signs and the date they were installed.
Everyone should also find somewhere else to take their kids and tell the owners/management the reason why.
Complain to your MP about this unregulated scam, and get everyone who used the place to complain as well. Nobody should be paying a penny.

Where is this car park?
The carpark is in a village called Clydach Swansea it is a community center car park and sometime late July they had this company come in, but did not put proper signage up at first. We didnt go into the center only use the park, so didnt realise about the charges and having to sign you car reg in.
It has taken until now, me explaining the circumastances for the decision.
I am so annoyed and so are other people caught, all it would have taken was going inside to sign the car in If the big signs they have now were up thereThanks to all who post comps

We all complained to the manager in charge and were just told the signs are up and to just try and appealThanks to all who post comps

I did read up about Fines and appeals on MSE and how hard is it to appeal with POPLA if you have paid, I am just scared incase the fine goes up and up in the meantime , is it better to pay the fine and then go to POPLA as the company decided agains using the Ombudsman service in favour of POPLA

Search on here for mythical discount. If you pay it there will be no discount. It's £100 early payment or not. For some strange reason nobody qualifies for this "discount" hence the term mythical discount.
Take a look at the thread that tells Newbies to read it first. There are loads of appeal examples. You have nothing to lose by at least attempting one.0 -
I would guess that all the other appeals were rejected scammers dont make money out of upholding appeals.
Why are you STILL calling it a "fine" you have an invoice.
If A4 notices were all the signage that was there on the day and you had photographic proof that no congorming signage existed thst would be good piece of evidence.0 -

All PCNs include a discount bribe. Even Council 'proper' PCNs do the same.
Don't be silly, you do a POPLA appeal saying that on the material date there were nothing more than laminated A4 sheets of paper temporarily flapping on a lamppost or two (not compliant BPA CoP signage) and UKPC's actual signage was only added a couple of weeks later.Looks like I will pay the fine as do not want to pay £100
Then you add the usual template about 'no landowner authority' (from post #3 of the NEWBIES thread) and quote the BPA Code of Practice about having to add extra signs when a site is newly restricted...UKPC did not even have any proper signs up that day!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
