My parents have always just wrapped it in newspaper, they get the metro free from public transport and 2-3 sheets for each time they empty the tray and wrap it like a bag of chips to keep everything contained. It's strong enough for everyday emptying, better for the environment and does the job well. On days the whole tray is emptied and cleaned they use the biodegradable kitchen bags (large) and just double bag it and carry it carefully to the main bin. They've been using the newspaper method for 40+ years and several cats and it's never failed them.
