What is the consensus opinion on a Section 75 claim on my CC company for failed good/services? Are they likely to challenge or are they generally sympathetic to justifiable claims?

If your claim is valid, you'll receive your money back. If it's not, you won't.
The speed and route to success is TBC. It doesn't necessarily mean your card immediately paying you themselves.

I paid £199.00 for a professional CV writing service. They made a number of promises which they didn't fulfil.
The writer was not conversant with my industry (as promised)
The writer did not contact me and engage in any dialogue prior to commencing the work (as promised)
The work done is inaccurate and is not representative of my experience
The work done is grammatically incorrect
I rejected the work and asked for a refund. They have offered a new writer or a 30% discount i.e. I pay them £139.30 for the substandard work they have provided. Do I accept the 30% refund and cut my losses or go to the CC company and file a section 75 claim.

If the service you received was 'not as described' your card issuer may be able to raise a Chargeback to get your money back - but, good luck with proving that what you got didn't match what was described to you at the time of the purchase.
As far as S75 is concerned, that doesn't give you any rights to a refund per se; it simply says that where you have a claim for breach of contract/misrepresentation against a supplier, you will have a like claim against the credit card company. You would still have to get your card company to accept that the supplier is in breach of contract or has misrepresented something to you.
Of the four things you have listed, the one that you may be able to substantiate is the lack of promised contact prior to writing the CV. Obviously, you could demonstrate a lack of grammar but CV's are often written in an abbreviated form with scant grammar in order to make sure the reader stays awake long enough to get to the end!:)
Before you do anything like accept the 30% refund offer, have a chat with your card company to see what they say. At the end of the day, you don't have to accept whatever your card company (or the retailer) says and you will always retain the right to take matters to court if you believe there has been a breach of contract - although I doubt you'd actually want to do that on this occasion.0 -
Small claims would be my normal option; however, they are a US company with agents operating in the UK0

Wow! I thought that was expensive for someone to take what you already know and write it down for you.
It's like the old analogy of employing a consultant to come into your business. Let's say you want them to tell you the time (yes, I know that's a silly example), so they come in, charge you a fortune and then borrow your watch to do it.0 -
The card company is saying my Credit Card isn't a Credit Card its a pre-paid debit card! - I have a credit limit and I don't have to pay it off every month, In my book that's a CC. Anyway, they are processing a chargeback for me0
