ground rent receipts

I have been paying my £3/year ground rent since I moved in nearly 10 years ago. For the first few years by cheque, in response to a bill from the landlord/rights owner. For the last few years I have paid it into their bank account by standing order. So I know that I am up to date with the payments, but I have never received a receipt for any payments, just request for the next £3 in those first few years.
I wrote to them last week requesting either receipts or a statement of the account (that I can pass on to my purchasers) and they replied with: "we are able to supply the information requested but would first ask you to pay the sum of £24.00 to defray some of the costs of providing this".
Now, I know £24 is neither here nor there in the context of a house move, but still !!!!!!?? They have taken the time to reply to my letter, I imagine they have even looked at the account, but they want £24 to send me another letter confirming there are no outstanding charges. Are they allowed to do that? Could I get it under Data Protection (but as it relates to my property rather than me personally does this still apply?) ? I've already been ripped off by estate agents and solicitors, and now these cowboys want in on the act :mad:

It's an admin charge for the work involved, not much is free these days. Just show any prospective buyers the request from the landlord or show them the payment on your bank statement.It's nothing , not nothink.0

Its not anything like as high as any of the other costs of moving you have mentioned. For a hassle free life, I'd just pay it. Its not worth stressing over.0
