Letter of Claim received dcblegal £480 - urgent help needed

Hello,
This is my first ever post on the forum.
I have receveid a Letter of Claim from dcblegal for £480 for three PCNs from 2017 related to the residential parking at my place of residence.
Below is a brief description of my situation.
I've been living in the same new built shared-ownership apartment with an allocated parking bay since 2012. Initially there was no ticketed parking for residents at that place yet I've always had my private allocated space. More than a year after we moved in the housing association introduced a contolled/ticketed parking due to complaints from some residents that their spaces were taken by random cars. Residents' preferred solution was a gate. Housing association decided to introduce controlled parking instead.
There was no official consultation proccess on introduction of controlled parking whatsoever. Housing association would provide each resident who had an allocated parking space with a free parking permit each year. At some point in 2017 or 2016 the parking management company had changed to Once Parking Solution Ltd. I don't know exactly when this happend as I hadn't been notified of the change, nor was I provided with a new permit issued by One Parking Solutions. I had the old managemnt company's permit displayed on the windscreen all the time. I only was alerted to the change in parking management company in April 2017 once I received 8 (EIGHT) PCNs sent to my address by One Parking Solution.
I appealed all tickets throught the ‘independent’ body but all 8 appeals were rejected. I also compained to the housing association who promissed to get these PCNs cancelled. As a result housing association informed me in May 2017 that One Parking Solution promised to cancel PCNs issued to all residents (other residents had the same problem). I received automeated notification of 4 PCNs being canceled, despite sending copy af all 8 to the housing association.
In 2018 I was sent letters by ZZPS threatening bailif action for unpaid PCNs. Having contacted the housing association they promised to get these PCNs canceled however earlier this year I received threattening latters from dcbl and bailifs related to three of those initial eight PCNs. Having read most thread on this subject on Money Saving Expert forum I did not contact dcbl or the bailifs but went to the housing association to resolve this. Housing association sent dcbl copy of invoice for parking management charges, stating all charges were paid to their client. As a result Dcbl asked housing association if they were the driver or requested official authorisation from the driver to be represented ‘for data protection purposes’. As a registered keeper I refused to give any such authorisations or confirm who was the driver.
I’ve been sent a Letter of Claim from dcblegal dated 17th October 2019. Total amount is £480 (£300 parking charge) and £180 ‘costs’ (£60 per charge).

The Letter says 'It is our client's position that you are liable as the Keeper or Driver'. Reasons: Failure to Display a Valid Permit x2 and Permit Expired x1. According to the letter of claim I have 30 days to respond.
I've learned from other threads is that I should NOT ignore a received Letter of Claim.
Any advice is welcome. I’m not sure what to do next.

    Now ZZPS are just a bunch of money scammers, so pointless they should flushed down the loo ..... bailiffs indeed, total cr*p

    One Parking Solutions are known scammers followed on by DCBLegal.

    Given what you say, if DCBLegal take this to court they will no doubt be turned over the judges knee and given a good spanking
    IT'S RESIDENTIAL where you have rights and the courts do not like this scam.

    Couple this to the fake £60 per ticket being claimed as costs, DCBLegal are scamming you and breaking the law POFA2012

    You must respond to the LBC within the 30 days and there is a big question to ask them ..... On what authority do DCBLegal have to circumvent the law of POPLA2012
    No need to expand on this as their answer will be of great interest as they have no authority ?

    Re-confirm the facts and advise them that you will claim costs against their client when you win.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
