Redbridge Sports Centre PCN, should the driver cut his losses?

Hi All,
Many thanks for creating this forum, I think it's great.
I received a postal PCN addressed to myself about not paying the parking fees at the Redbridge sports centre. This wasn't me, but a dependant of mine who had an away sports match. Unfortunately the many signs on the grounds were ignored. It was at night and I believe only one sign on entrance to the building actually had a light on it. Regardless, the driver was likely in the wrong, and the pictures support it. Since there might have been an additional game, I may be expecting another letter.
My dependant is willing to cut his losses, but I just wanted to make sure it was worth it. The parking costs £1, paying £100 to PCL is infuriating even if they reduce it to £60 for paying early. I'm certain the payment wouldn't have been missed if the old pay and display system was kept rather than this ANPR pay by app/phone BS.

Have you had a Notice to Keeper? If you have when did it arrive?
What is the full name of the company please? Many use similar initials0 -
I haven't received a Notice to Keeper, only the parking charge notice on the 24/10

The Parking Charge Notice posted to the keeper is a Notice to Keeper.
Just to be clear, there was no notice fixed to the windscreen at the time of the parking incident?0 -

I understand that I have the ability to appeal. However, I'm not sure I see the point of appealing as I don't believe I have a counter argument that would work.0 -

Are the signs larger than the required minimum? Have they complied with POFA to transfer liability? Does the landowner contract allow them to operate as they are?
Is the land subject to byelaws? Is it relevant land? Are the signs illuminated? Was the BPA code of practice followed?
If the answer to any of those is no then you have firm grounds to appeal.
Either find out all of those and tell us or send an appeal and see what they come up with.0
