    You need to get in touch with the management company ( who are supposed to be working for you not some parking company) and let them know how unhappy you are, you need to let them know you have been mislead about the need to pay for a permit as your lease/rental/freehold/whatever grants you the right to use that space and you now demand a refund of this fee for which you have been incorrectly charged, and you will be prepared to return the permit upon receipt of a stamped address envelope

    I will get in touch with my HA and will let them know as adviced, in the mean time do I need to wait until at around day 26 after a windscreen PCN to appeal as stated on newbies or what should I do?

    The PPC cannot issue an NTK until day 29 to day 56 following a windscreen ticket , this is normal , hence why you were told to appeal as keeper after day 26

    The template you want is in blue text in post 1 of the NEWBIES. As I said previously, surely you have found the NEWBIES by now.
