Windscreen covered from frost, received PCN from Parkdirectlt!

Dear members,
Due to cold weather we are having recently, yesterday I covered the windscreen on my car (as I have to leave early in the morning for work) and when I woke up I saw a PCN from Parkdirectltd, I have a parking permit stuck on my windscreen and also paid for it/permit £30, because I covered they’ve said we couldn’t see it that’s why you received a PCN , when I’ve asked them let’s say we have a snow and the permit is covered with snow, do I still received a PCN because you can’t see, she said you need to appeal for it!
My question is, is this illegal, can they do this?
I would be very grateful for your advice as what should I do next?

No it's not illegal , even if it should be , it's an unregulated scam industry

Where did this dastardly deed occur? If it was at your place of residence, what does your lease/AST say about parking/permits/issuing charges etcetera? Just as importantly, what doesn't it say about the above?I married my cousin. I had to...I don't have a sister.

And of course it will be the same greed fuelled muppet that put the PCN on the vehicle that has seen the permit a hundred time before so knows it was legitimately parked.
However this was a chance to throw logic and fair play out of the window in favour of greed, hiding behind an implied contract (not you will notice parking management).
Forget about any fair play, or any reasonableness from a PPC it's all about them making cash at your expense nothing else.0 -

If we provide parking bays you can use one of these for a private car or motor bike as long as it can be used on the road legally. If you or anyone you live with want to park any other kind of vehicle, or an additional car or bike, you must get our permission in writing first. We can withdraw our permission at any time as long as we give you seven days notice.
We will take no responsibility for any vehicles parked on Trust property in any circumstances. You or your visitors park there at your own risk.0 -

So no requirement to display a permit.
Were Park Direct infesting the car park when you moved in there?0 -
One big red flag, you said you paid for a permit.
Why?
Paying for a permit, or even parking a parking charge in a residential case can cause issues and make things harder but not impossible for you to resolve.
A few more questions, how long is the so called permit valid for?
How long have you had it?
As as above, was a permit arcane in place when you moved in?From the Plain Language Commission:

Park direct was contracted by Housing Association so we have to pay for parking permits now.
Permit is valid for 1 year (until September 2020)
I bought the car in early September, so almost 2 months now.

You must be pro-active n dealing with this, you need to protect yourself, ny paying for a permit it could be seen as you agree to the parking company leasing out your space and then charging you £100/whatever to use it .
If you are happy with that arrangement, then do nothing.
You need to get in touch with the management company ( who are supposed to be working for you not some parking company) and let them know how unhappy you are, you need to let them know you have been mislead about the need to pay for a permit as your lease/rental/freehold/whatever grants you the right to use that space and you now demand a refund of this fee for which you have been incorrectly charged, and you will be prepared to return the permit upon receipt of a stamped address envelopeFrom the Plain Language Commission:
