It depends on the pdf document. The words of that pdf document could be text, or it could be a collection of dots that make up a text picture, or a combination of the two.

Also the document could be protected by security features inbuilt to the pdf writer and selected by the author. Making a document unprintable is one of those features

If tou choose this American document https://www.irs.gov/pub/irs-pdf/f941.pdf move your mouse over the text and see how it can be selected, indicates that it is text. If you open this in LibreOffice Draw you can open the document, zoom in and change the text

Try this in LibreOffice https://jobapplications.net/wp-content/uploads/burger-king-fillable-job-application.pdf and select it you will find it is a picture as the whole frame is selected. The only way you will easily get this out is to use ocr, or use your graphical art skills (zero in my case)

Some OCR packages will just give you unformatted text - only text. Others will give you a formatted page and use the closest looking font and size of font on your system, giving you a like for like page and may even copy some of the graphical elements. General rule is more you pay for the software, the more features you get, you can't get every thing for free

If you just want unformatted text, convert the page into jpg, and put that jpg into MS onenote and that can convert it so the text is extractable. Never tried extracting text from a pdf via onenote, but that may work too?

Last time I checked ms office was under £10 on ebay, if you want to try office as mentioned by above posters. I use ms at work and Libre at home.
