The Parking Company informed POPLA that they did not wish to contest the appeal and so I don't have to pay the charge now.

Successful POPLA Appeal!
I received a ticket from ParkingEye after parking in a Holiday Inn Express which looked like a normal Services with the usual free parking for a fixed time. Instead you can park if you input your registration into a terminal in the foyer. It was cold and dark and I didn’t see a notice or terminal. I appealed and was referred to POPLA. I thought POPLA was a puppet organisation but my appeal was successful – possibly because I mentioned ParkingEye only being able to charge for ‘loss of earnings’ in my second email.
So – don’t give up!

Thank you for your letter dated 11 December 2019 requesting further information about my visit to the Holiday Inn Express Portsmouth North.
When I entered the lobby of the Holiday Inn I ordered a cup of coffee from the machine. The machine had no coin slot. I paid the receptionist £2.20 as requested. She did not provide me with a receipt. Neither did she indicate that, as I was not a guest, I needed to input my licence number into a terminal. I did not see a terminal, nor any notice requesting this.
I drank my coffee and left.

Here’s my appeal through their portal:
I had been visiting family in Bournemouth when I pulled into the Holiday Inn Express Portsmouth North. It was dark and raining and I was looking for motorway services to have a cup of coffee. I was not familiar with the site. I thought the Holiday Inn Express was an ordinary service station with the usual free parking for a fixed time.
ParkingEye recently requested a receipt for any goods or services rendered by the Holiday Inn Express. As I explained to them no receipt was issued. I ordered a cup of coffee from the machine. The machine had no coin slot. I paid the receptionist £2.20 as requested. She did not provide me with a receipt. Neither did she indicate that, as I was not a guest, I needed to input my licence number into a terminal. I did not see a terminal, nor any notice requesting this. I had not seen any notice outside the Holiday Inn Express either. I thought the ‘Express’ indicated that it was not a normal hotel but one offering Motorway Services facilities including free time limited parking.
I drank my coffee and left within 22 minutes. Surely they can see this was a genuine mistake on my part as I would certainly have entered my licence plate into a terminal had I seen the notice. Also 22 minutes parking on an almost deserted forecourt would not deprive the Holiday Inn or ParkingEye with significant loss of earnings.
My comments 15/1/2020 again through the POPLA portal:
ParkingEye has sent the same 41 page document 3 times now. I can’t see the point of this as I have never denied parking on the site (for 22 minutes). I’m glad they were sent digitally, not wasting paper!
As I have explained numerous times I followed the signs for ‘Services’ and parked accordingly. It was dark and rainy. I entered the Holiday Inn Express thinking it was the Services, had a cup of coffee, used the loo, and left. Had I known I was expected to enter my registration number into a terminal I would surely have done so. Why would ParkingEye think I wouldn’t?
I’m repeating my original submission in case anyone would like to read it.
