    Wow, I'm really struggling with this but thanks for your patience. (For background I've had a similar railway car park charge from APCOA).

    NCP (and APCOA) appeals go through POPLA so are you saying I (as keeper or owner) need to appeal to POPLA with an argument that appears to conflict with their latest Annual Report guidance? Surely they will reject it? (By the way I can't find any success appeals on railway land on the POPLA Decisions thread since the DoT advice that owners can be pursued was made in June 2018.)

    @larachantie, if you manage to lose at POPLA v APCOA then you haven't followed our advice! I go as far as to say, it is impossible for a registered keeper who copies another POPLA appeal already written about APCOA/railways that are on this forum, to lose at POPLA v APCOA. Unless they've already blabbed about driving.

    But this is not your thread so please be fair and leave this to antioch.

    @antioch, The same goes for an NCP one at a railway car park, these are a cinch. Waamo already said what to do and there is nothing different about these cases.
    When you go to POPLA you appeal saying POFA does not apply. You are the registered keeper. The driver has not been identified. The driver is the one liable as liability cannot be transferred under POFA.

    My thanks to Redx, Fruitcake, Coupon-mad, The Deep, Keith P, Waamo, Umkomaas, et al, for your help and information.

    This morning the keeper received a letter from NCP to say "we have reviewed the circumstances of this case and have decided to accept your representation. The PCN has been cancelled. This case is now closed and no further action will be taken"

    As a parting gift to this forum and all who may use it, I would like to leave the following reference to a web site called 'NOTOMOB.CO.UK'. It has many cases where ANPR recognition is at fault or does not work properly where used in private car parks. If the above is searched in the general search of ones browser, then a search of 'ANPR' in top right hand corner, all threads relating to the subject will appear.
    I have searched these forums for ANPR but nothing was found that relates to their known faults and problems.

    Perhaps this might warrant a 'sticky'? If not I will start a new thread - 'ANPR do not work properly'. Let me know.
