PCN from Premier Park Ltd - Mousehole Cornwall

Yesterday I recieved an email from Premier Park acknowledging receipt of the online appeal on behalf of the driver. Below is what they wrote:
I'm not sure what my next steps should be - should I have been expecting Premier Park to supply a 10 digit POPLA code? Or is this now something I need to request?
ThanksWe note your comments and must refer you to the Protection of Freedoms Act (PoFA) 2012, Schedule 4 - Recovery of unpaid Parking Charges. This is available to view online at legislation.gov.uk/ukpga/2012/9/schedule/4
We must therefore request that the details of the driver of the vehicle at the time of the contravention are supplied; this must include their full name and serviceable UK postal address. If you are unwilling or unable to provide these details the registered keeper of this vehicle will remain liable for this PCN. This information should be provided by 26th November 2019. Please note, Premier Park Limited will not reply to any correspondence until after the above date, if the requested information is not provided.
If we do not receive this information by the date given, the registered keeper of the vehicle at the date of event will be held liable.0 -

Thanks Umkomaas I wasn't aware of that post. Having read, I'll follow the same advice and wait for Premier Park to reply properly with a POPLA code.
In the meantime I'll try and work out what I need to prepare for the POPLA appeal?0 -

Can you be sure that the photos were taken manually? I suspect they were because it is the same car park we were scammed by KPS (no longer operating and our charge was cancelled) If so, the parking company has to state to the DVLA why it did not put a parking notice on the car at the time. The reasons are obvious - intention to scam and predatory tactics.
Can you ask the question via email to

You will need to include your name, address and car registration number.
The more I read, the more it is clear that the DVLA is releasing personal data contrary to its own criteria and GDPR.
I am in contact with Coupon-mad and will be sending via email the court judgement against the DVLA received today.
I am sorry that you (and other victims) are having all this aggravation and hope it does not deter you from visiting Cornwall in future.0 -

Update: Just recieved an email from Premier Park Ltd. rejecting the initial appeal and issuing a POPLA code.
Among other generic things, their email said:Thank you for your appeal, on behalf of the driver, against the above Parking Charge Notice (PCN). We have carefully considered your appeal, however on this occasion the appeal has been rejected for the following reason;
The vehicle was parked on site in contravention of the clearly displayed terms and conditions of parking. The signage within this car park states 'Vehicles parking with a valid ticket fully on display in the windscreen area. No exceptions.' As can be clearly seen, in the images captured by our operative, the vehicle was parked on site whilst not fully displaying a valid ticket, as it had been placed face down on the dashboard, therefore our operative was unable to ascertain whether a valid ticket was in place at the time of the contravention. Please be advised that this PCN was not issued in relation to a PDT machine or an overstay of minutes. Due to the above reasons, we can confirm that this PCN has been issued correctly.
I've spent some time searching the forum (and will continue to search this weekend.
Would I be correct in thinking that I am best served researching a previous appeal that focuses on 'not fully displaying a valid ticket'? (Other than this tenuous reason for issuing a PCN, the vehicle was parked correctly).

its worth looking , but also de minimis may apply as there was no intention to defraud, no bilking , so look at fluttering ticket cases too
also bear in mind that the ticket is not of useful purpose if it can be placed upside down in which case has no peel and stick option etc
frustration of contract due to the ticket not being of suitable quality , or some such sentence0 -

However, that is not likely to win a POPLA appeal, as you will see when you read the results, which saves us typing, and please no asking if you should pay (NO).
Read other threads the same. If you lose at POPLA, so what?! Search for POPLA lost.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
