No-one EVER tells people to phone PPC scammers or their legal reps. As your discovered, they are rude and it is pointless and makes you feel bad.
You need to email asking for data rectification and erasure under the GDPR. Remind the parking firm DPO and the solicitor that you are not the owner of the vehicle nor was I driving the vehicle when the PCN was issued. The vehicle belonged to a contractor parked when he was doing some work on a rental property, and you just appealed on his behalf, however that can never make you liable in law to pay it or be pursued in court.
Name him and give his postal address in your reply. You cannot then be sued.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes you are correct Egbert Nobacon that I had previously agreed with the contractor that I would sort out this mess.
Given that the work was in Feb 2019 and they haven't issued the registered keeper or driver with a PCN notice, they would be outside the allowed timeframe window to now issue wouldn't they? If they did issue him with a PCN notice, could he respond stating that given it is outside the time period?0 -

There are few rules in this game that any PPC respects or complies with.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

They obviously didn’t get keeper details from DVLA and just accepted yours from the failed appeal.
I would let this run with a simple defence of not driver or keeper should they issue court proceedings.
I would be concentrating on a nice large costs schedule for their unreasonable behaviour.0 -
