Appealing CEL PCN received after 26 days Their site asks who was driving! (Civil Enforcement Ltd)

I have been sent a PCN from CEL for parking in port of wells " The Quay" 
I wish to appeal but i have to say if i was driving or not.?  there is no option to proceed. 
We paid for a full days parking but left after an hour and returned later that day,  I am sure there will be something about not leaving and returning , and thats what dings my bell.  I also suffer with stress related anxiety so i do not need this right now. 
Any help regarding this appeal process would be great

Click no, then explain in the appeal that you are being forced to make a statement the operator has no right to require you to make, and complain to the damned DBPA that their operator is doing this. 
Dont hijack someone elses thread in future please. Start your own.

Leave this with me, I will report this to the BPA as this is meant to have been banned.

I'm in the same position with CE Ltd. I'm concerned I'm running out of the 28-day appeal time (assuming this is real and not a scare tactic) with slow postal service currently.
CE Ltd don't have any email address, nor a postal address listed on the letter I received but there is one on the website.
Should I appeal by post (in order to get POPLA number)?

You definitely should, because if you want a response you're expecting people to read the entire thread up to this point to get to where your thoughts are.  You can always link back to this thread for context within your own one.  That way the rest of us in the prior conversation wouldn't keep getting notifications about a thread I started and resolved eight months ago

State in the appeal that a question was asked that the operator has no right to require an answer to before permitting an appeal, and the answer was chosen purely at random by flipping  a coin. It cannot be relied upon
