It's not taxpayers money..the money is paid by the energy companies.Any supplier with over 150,000 customers has to offer the WHD for Core customers..any supplier with over 250,000 customers has to offer Core and Broader group.
The criteria for Broader group is set by the government,some suppliers are more lenient with the criteria but they do all have to follow the basic guidelines set by the government.
You are best to set yourself a reminder from early August to check with your supplier when they will be opening applications as they do only have a certain amount of applications each year.
So where do these kind people get all this money ? Do they have a charitable rather than a profit-making purpose, is that what you mean ? that they are characterised by or expressing goodwill or kindly feelings.

I cant tell if you're joking or not..a quick google search would have told you that Energy companies are forced by the government to pay the WHD to customers.. its certainly not something they choose to do out of the goodness of their heart.0

Ultimately dearer prices for everyone, those who dont qualify for WHD ought to switch to cheaper smaller suppliers who dont offer WHD.0 -
If everyone switched to smaller suppliers they would soon become larger suppliers and be eligible to pay the WHD..the average customer only pays about £12-15 extra a year to cover the scheme.
I doubt suppliers will drop prices once the WHD scheme ends.0
