Hi All,
I emailed BPA about the car registered in my name that was invoiced by UKPC and this is their reply:
Thank you for your patience while we contacted UKPC for further information.
UKPC has responded to advise that they received your appeal on 03 September 2019 and responded to this on 03 October 2019, asking for a copy of a valid permit in order to consider your appeal – a copy of this can be found attached.
We are advised by UKPC that as the requested information was not provided to them within the 14-day timeframe, the charge escalated.
On this occasion, as a gesture of goodwill, UKPC has agreed to allow you a further 14 days (from today) to provide them with a copy of a valid permit so that they can consider your appeal. UKPC advise that the charge has been put on hold pending receipt of this information.
In view of the above, we have closed this investigation.

I should note that I have not claimed that the driver did or did not displayed a valid permit. I merely sent UKPC the template from this forum.0

In post # 1 you state that a "couple of days ago (from date of your post) you received a letter asking for a copy of the ticket". Now you seem to have complained to the BPA that you didn't get a letter, the BPA have said you did and it accompanied their reply, however it was asking for a permit. You've been asked a couple of times for the circumstances surrounding getting the original PCN but not replied to the question "was it permit controlled or Pay & Display?"
What are the facts surrounding this case?0 -
It was permit controlled.
I received the initial letter with a photo of the car in question. I have not received a further letter asking for a permit at the later date stated in BPAs reply.0 -
Sorry. I’m confusing myself. Yes I received the initial letter then a further letter asking for a parking permit. I didn’t state the cars driver had displayed one in my first communication to UKPC so not sure why I’m being asked for one.0

It's really quite simple - You are being asked to show the permit because they allege that you needed one to park there.
If you do not have a permit, or do not want to show them the permit, then the juggernaut will trundle on.0 -

If you don't have and didn't display a permit, you cannot send one so KeithP is correct. However, it is normal for PPCs to try to trick people into phoning/writing and saying things like "when I parked the car...." so giving away the driver. If you were relying on the keeper not being liable for driver's parking then you don't want the PPC to know the driver's name/address. In that case Coupon-mad is also correct. Just do nothing and wait for the LBC followed by formal court forms.0

If you appealed this within 28 days of the windscreen PCN and they have never sent you a postal 'notice to keeper' (NTK) then this will be easy, as they will have to send you a POPLA code and hen the keeper wins due to no NTK.
