Owed overpayment Help!

I hope this is the correct place to post this thread.
Okay, so I moved into this housing association property in 2014. It was Family Mosaic at the time who owned the building. I wasn't in receipt of full housing benefit and had to pay a shortfall of £170 per month rent.
Fast forward to 2017, and I noticed that my rent account statements were increasing in credit over several months, until it reached over £1000. I phoned family Mosaic and asked why. They told me that for 8 months I had been in receipt of full housing benefit, and no longer needed to pay the £170. I confirmed with housing benefit and they said because I was now in receipt of PIP, with a severe disability premium, that I get full housing benefit.
Family Mosaic told me that I would get a refund when I moved home ( I wasn't meant to be living here long term)
Family Mosaic no longer own this building since March 2019. The building was bought by St Mungos.
I've been trying to get a refund from Family Mosaic for 5 months, they lost my refund form and other rubbish. So I sent a new form with my bank account and sort code, signed and dated it and sent it to their email address.
After another few months of excuses, the manager not being there EVER! And then them checking with Housing Benefit that I didn't owe them money, which I don't. I finally get an email today from the Family Mosaic income manager to say that the refund was done on 3rd October and paid to St Mungos!!!!
Excuse me?! That is my money, out of my bank account that they've held onto since 2017. My bank account and sort code was on the refund for that I signed and dated and they've given my money to St Mungos. It's not St Mungos money. Nothing to do with them.
My St Mungos rent account has no such credit for that amount of money.
Does anyone know if what they've done is legal? I'm not in arrears, I don't owe housing benefit any overpayments, neither do I owe any money to St Mungos. They've confirmed that themselves. That is my money, and it should of been refunded into the bank account I provided.
I don't know how to deal with this and get my money back. Considering St Mungos haven't responded to my complaint over multiple things wrong with this building 4 months ago, I don't see how I'm going to get a refund or response.

You need to write to the new landlord (recorded delivery and keep a copy of the letter) explaining in full the situation and asking them to refund you the money, ask them nicely to respond within 14 days.0

Start legal action against family Mosaic in the small claims court....
