Appealing to PPS - ANPR but did buy a ticket

I've read the sticky and spent a good while searching the forum, but still have a query I'd be grateful for some help with.

I have received an ANPR NTK from PPS.

The slightly curious thing is that I definitely bought a ticket. I don't recall the machine asking me to put my registration plate into it though, presumably hence this automated NTK. The machine definitely took my £2 and gave me a ticket that I displayed though! Sadly I've not got the ticket any more.

Given I have zero evidence that I did buy the ticket, do I make mention of this in the appeal, or simply use the standard wording from the forum?

    There is no such thing! So whatever you say doesn't matter, as it's an IPC firm.

    'Appeal' by all means (as it looks more reasonable later) but you will end up defending this in court, so send them an appeal that demands to see the transaction list for the half hour after you drove in, and say that yours was £2 paid but the system did not require a VRN to be input, so it seems the machine was faulty.

    Basically your defence will be the same in court so this is why you want to start as you mean to go on and ask for the machine records. Tell them they can redact all the other numberplates and just show you the £2 paid with no VRN against it, as you know that the fee was paid.

    Also complain to your MP as they know all about PPS in the West Country!

    Many judges regard failure to insert a VRN as a trifle, not a genuine breach of contract at all, especially if the machine issued a ticket, Cynical souls may even suspect that it is entrapment. Read this

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Im also going through the similar situation as you with PPS. I parked at Bovisand Park, the pay and display machine never asked for a Reg No. but provided me with a ticket, however, unlike you I kept that ticket as well as having a bank statement of the payment as I paid by card.


    I appealed to PPS, which was rejected and then appealed to IAS (before I read post on this site) which was also rejected.


    I'm now in a situation of paying or going to court. Despite the amount of hassle it is going to cause me, I'm going to fight in court as its no longer about the cost of the fine but more of a feeling of being scammed.


    So whether or not you kept your ticket, your appeal would have been rejected.


    Here is a post from another member in a similar situation. Might help with your appeal to PPS and court if you decide to go down that route. But it seems like PPS use the Number plate thing to issue PCN hoping people will pay for an easier life.

    I'll follow the 'appeal' process to PPS which obviously won't work but shows that I do wish to appeal. I won't bother with IAS, as per the sticky.

    There is one minor complication in that I'm moving house next week, so I'll save 'appealing' until then so that I can give them my new address at the same time.

    I'm sure you won't but don't forget to update the DVLA with your new address on your vehicle registration document (log book/V5C) and your driving licence separately.
