URGENT: removal firm refusing to release belongings until extra payment made

Short version of story: my sister got a quote from a removal firm for a long-distance house move, and was told the price was based on a large van. They sent a smaller van than agreed, so couldn't fit everything in it, and also insisted on delivering the goods this evening instead of tomorrow as agreed (which has caused huge inconvenience) and are now trying to charge extra for moving less stuff, on the basis that there were a few more boxes than estimated and they decided to classify a child's toy kitchen (approx 50cm high) as an extra piece of furniture! My sister is disputing the extra charges, but the removers are refusing to unload the van until she pays the bill, including unfair extra charges, in full. Any advice or information on applicable legislation please? Move was from England to Scotland in case that makes any difference.
