I'd like to gather evidence of the poor speeds I'm experiencing with Virgin Media.

I use Ookla Speedtest, I have to run manually but it does record the tests.
I've just done a test now (i'm with VM) and I got 11ms ping, 220mbps download and 21 upload. This is on the 200 vivid service and is pretty consistent using a wired connection.
Doing the same test (in the same room as the router) via my iphone I get 13ms ping, 49.3 down and 20.3 up.0 -

If you are using Windows 10, you use the details on this page to write a batch script that will test the download speed when you run the script, and the use the SCHTASKS command to schedule the script to run every so often.
