    Yes, but that scenario is highly unlikely, especially if you don't live in a rural area with no WiFi around you.
    And that is because IT manufacturers have started to use channels 1, 6 and 11 as default channels. So if you run an WiFi scan, it's much much more common to find lots of APs broadcasting on channels 1, 6 and 11 and maybe just a couple using odd channels.

    What happens is that people see (pretty much) everybody else using channels 1, 6 and 11 and decide to use channel 3 because is 'less congested'. That's a really bad move, technically speaking, because you end up causing interference (and getting interference from) to every station on channels 1 and 6.

    So yes, if everybody else were using channels 3 and 13, you should probably be using channel 8, but that's something that definitely doesn't happen that often.
