Do contact Starling and initiate a chargeback if the OP has refused the surcharge and the machine has proceeded to issue funds.

And which chargeback would that be?

Possibly this was a DCC situation and the 7.99% was the margin they were going to charge v the Mastercard rate. So the when you selected not to proceed, you were rejecting the offer of DCC, rather than the cancelling the withdrawal itself.

The amount of the charge does appear to be somewhat excessive.
Excessive for cash withdrawal - yes, but not for currency conversion.

Turkish Lira is somewhat volatile (it has lost over 5% against GBP in the last 2 weeks). In such situations I could see how banks will want to cover themselves against losses by "overcharging" for currency conversion.

I was in Turkey a couple of weeks ago and had the same situation. I answered No to the question and cash was dispensed anyway. I kept the receipt as evidence of the cash I'd requested.

When I checked my account I was not charged the additional fee and rate applied was 6.93 TLR. I'm not sure why anyone would press the Yes option when No means you don't get charged that fee.

I used other cash machines that didn't give this message and had the same rate.
Remember the saying: if it looks too good to be true it almost certainly is.
  • I got conned by a local there for overly expensive Turkish delight, they literally surrounded me in a shop and wouldn't let me leave till i bought the stuff. Sad times. No turkish delight should cost £70!

    Thanks everyone.

I'm back in the land of wet & cold again :-(

As I don't appear to have been charged the 7.99% I think you may be correct (although I had already rejected the offer of DCC on the previous screen).

I used a different banks machine for my next withdrawal and it was much clearer about what I would be charged - 25TL charge for withdrawing 1000TL (again declining their kind offer of DCC).
Was it really "everybody" that was Kung Fu fighting ???

I use Starling Monzo Revolut too and this year in Turkey (I go every year) was the first time that some of the ATMs started to try to charge me for their use, I think Garranti was still free. It was a good job I was on the ball to notice, normally I'm at the machines after a skinfull.

We found ING Bank to be the easiest ATM in Turkey, and they were fairly common...the issue of charges never appeared. Several other brands of ATM all warned of charges so we walked away. This was with a Starling card.

The ATM provider has to obtain the card holders consent for DCC...

  • Think I had a similar cash machine

IIRC the questions went (with a lot of extra small print)

Do you agree not to use the Mastercard rate ? Pressed NO

We will charge you 7.99% for this transaction. Do you agree? Pressed NO

    And thence came the cash

Wish I'd seen this thread before so I could have been more confident with my answers but all seems to have gone well
