Unpaid Horizon Parking Fine, Letter from the debt collectors!

I received a parking fine for being 6 minutes over the parking limit of 2 hours. However, the reason for me being late was that I was working and got let go late. Local shop employees can use the car park for free if the vehicle has a registered space. However, my car was not registered at this point. But I was only 6 minutes over, and my car is going through the process of being registered. I have worked at my place of work for 3 years and have been fined twice before for staying much longer than 6 minutes over, but my boss managed to sort it out. The initial fine was £49 when I gave it to my boss to investigate again, however it went up twice, eventually reaching £130. I cannot afford to pay this. Therefore, I tried to dispute the claim by calling Horizon parking twice and emailing twice. I never got a reply from Horizon parking. A month went by since I gave the letter to my boss and I thought it was sorted. But today I received a letter from the debt collectors asking for £150 to be paid for the fine and threatening to take me to court. What would be the cheapest and easiest way to get rid of this? Paying the fine or appealing in court? As I am unsure how much court fees are if I were to win or lose and whether I would get a record on my driving history. I am very worried and stressed out about this.

It is not a fine.
Never, ever phone a parking scammer, ever.
Debt collectors can and must be ignored. Post 4 of the NEWBIES tells you why it is safe to do so.
You could try sending a late appeal using the template in blue text from post 1 of the NEWBIES. It will most likely be rejected for being out of time, but it will show you tried to engage at an early stage to resolve the matter.
You could also complain to the BPA that since the alleged overstay was well within the two grace periods allowed in the BPA CoP, the PCN should never have been issued.
Check the NTK to see if email appeals are allowed. If they are, complain to the BPA that you appealed by that method but never received a reply

[FONT=Times New Roman, serif]Nine times out of ten of these tickets are scams so consider complaining to your MP, it can cause the scammer extra work.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
