Hi everyone.
Last week the driver received a windscreen PCN on a college car park. Today is the last day to pay the 'reduced fee'. The driver received the PCN for not parking within the marked bays, as the college car park is not big enough, a lot of people tend park on the grass banks at the side. However the company "parking eye" have just took over the car park and started fining innocent students who don't make an income. The car park requires a pay at the meter permit, which is displayed in the windscreen with the bought parking ticket. The car is not owned by the driving nor is the driver the keeper. The driver is just insured on it. The driver is only a student and don't make much income so this big fine really is a burden.
What would you suggest?

Please check the paperwork received for the name of the parking firm and the details shown on it of what the ‘infringement’ actually was.The car is not owned by me nor am I the keeper, I am just insured on it.

It is not a fine.
Edit your post to remove all information about who did what. Only ever refer to The Driver and The Keeper who are two different people. Do this before you do anything else!
Then, and only then, start reading the sticky thread for NEWBIES that was just underneath where you clicked on the new thread button.
It is very, very unusual for parking eye to use parking operatives onsite. They make more money by using unfit for purpose ANPR scameras.
The Driver should hand the NTD to The Keeper, and The Keeper should appeal to the PPC using the ready made template in blue text from post 1 of the NEWBIES. They should send it around day 26, unaltered.
Do not reveal the driver's identity at any point.

Definitely parking eye. The infringement was not parking in marked bays and/or parking on grass, verge or kerbstone.To whom has the documentation been addressed?

You have not taken the advice to edit your initial post before you do anything else. Of course you don't have to follow the advice here, but it is given for very good reasons.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

This is so rare that I can count on one hand, the times I recall hearing this in over tens years of fighting PPCs! Are you sure, show us the PCN please!
If it is true, I can tell you that P/Eye will probably forget to send any NTK.
OBVIOUSLY, THE DRIVER IS NOT THE PERSON WHO APPEALS! DON'T LET THE WRONG PARTY APPEAL THIS ONE!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
